According to the advocacy group Families Rights Matter², the current system often fails to provide families with the information or legal standing needed to act during a mental health crisis. The Clancy case, which involved postpartum psychosis and suicidal ideation, highlighted these dangerous gaps.
FRM² seeks to establish standardized Crisis Safety Planning, which includes several key components. The Crisis Circle Notification would create a required communication chain to alert families when danger signs appear. The Family Voice Requirement would ensure that providers document and act on family concerns. The HIPAA-FERPA Crisis Standards would create a safe harbor for emergency information sharing during mental health emergencies, and Child Danger Protocols would trigger safety planning when a parent shows signs of crisis.
“We honor the memory of Cora, Dawson, and Callan by fighting for a system that chooses communication over silence and protection over tragedy,” the organization stated. The initiative is calling on lawmakers to sponsor the act and on citizens to contact their state legislators to demand accountability and change.
