Families Rights Matter² Act Seeks to Prevent Tragedies Like the Clancy Children's Deaths

The tragic deaths of Cora, Dawson, and Callan Clancy have sparked a national call for reform in crisis-care systems. The Families Rights Matter² Act (FRM²) is a proposed first-in-the-nation legislation designed to address systemic failures that left a family without the means to intervene despite clear warning signs.

According to the advocacy group Families Rights Matter², the current system often fails to provide families with the information or legal standing needed to act during a mental health crisis. The Clancy case, which involved postpartum psychosis and suicidal ideation, highlighted these dangerous gaps.

FRM² seeks to establish standardized Crisis Safety Planning, which includes several key components. The Crisis Circle Notification would create a required communication chain to alert families when danger signs appear. The Family Voice Requirement would ensure that providers document and act on family concerns. The HIPAA-FERPA Crisis Standards would create a safe harbor for emergency information sharing during mental health emergencies, and Child Danger Protocols would trigger safety planning when a parent shows signs of crisis.

“We honor the memory of Cora, Dawson, and Callan by fighting for a system that chooses communication over silence and protection over tragedy,” the organization stated. The initiative is calling on lawmakers to sponsor the act and on citizens to contact their state legislators to demand accountability and change.

Families Rights Matter² is a national advocacy initiative based in Kansas City, Kansas, dedicated to protecting families during mental-health crises by establishing legally recognized Family Crisis Rights. The organization works to close gaps in crisis-care systems through policy reform, public education, and community partnership. They emphasize that their mission is not just education but changing the law to build a safer, more compassionate crisis-care system for all families.
