In a landmark transaction for Vietnam's financial sector, HDBank has secured a US$721 million international syndicated social loan, the largest ever raised by a Vietnamese organization. The signing took place on July 30, with participation from the Asian Development Bank, Standard Chartered, and other international financial institutions. This significant capital injection is set to expand access to finance for micro, small, and medium-sized enterprises (MSMEs), with a particular focus on women-owned businesses, thereby advancing financial inclusion and sustainable development in the country.
The facility's structure adheres to the Social Loan Principles and aligns with HDBank's Sustainable Finance Framework. ADB and Standard Chartered served as joint coordinators, while ANZ, Cathay United Bank, Commerzbank, Maybank Securities, MUFG Bank, and the State Bank of India acted as mandated lead arrangers and bookrunners. The overwhelming interest from international investors led to commitments approximately 60% above the original target, reflecting robust confidence in HDBank's strategic direction and Vietnam's long-term economic prospects.
“This achievement reflects investors' confidence in HDBank and its leadership team, and demonstrates optimism about Vietnam's long-term growth prospects and the growing appeal of the country's sustainable finance market among global investors,” said the CEO of Standard Chartered Vietnam, highlighting the broader implications for the region's financial landscape.
At the signing ceremony, Dr. Nguyen Thi Phuong Thao, Permanent Vice Chairwoman of HDBank's Board of Directors, described the loan as a new milestone for the bank. “It is our first financing facility dedicated exclusively to social initiatives, including programmes supporting women,” she noted, adding that the transaction recognizes HDBank's longstanding commitment to community development through initiatives in business, healthcare, education, culture, sports, women, and children.
Tran Hoai Nam, HDBank's Permanent Deputy CEO, explained that the proceeds will strengthen the bank's medium- and long-term funding base while expanding lending to SMEs, particularly those led by women. This strategic allocation is expected to catalyze economic growth at the grassroots level and foster a more inclusive financial ecosystem.
The deal follows HDBank's earlier successes in sustainable finance, having secured US$270 million in green financing and US$380 million in sustainable finance from international development finance institutions, including IFC, ADB, Proparco, DEG, LeapFrog, FMO, BII, JICA, FinDev, and SMBC. These cumulative efforts position HDBank as a frontrunner in Vietnam's transition towards a more sustainable and socially responsible banking sector.
The significance of this transaction extends beyond HDBank, signaling Vietnam's emergence as a viable destination for sustainable investment. By channeling funds into MSMEs and women-owned enterprises, the loan addresses critical gaps in access to finance, which are essential for poverty reduction and economic diversification.
