OPEC Fund Provides US$50 Million to SeABank for Small Business and Climate Finance in Vietnam

The OPEC Fund for International Development has extended a US$50 million loan to Southeast Asia Commercial Joint Stock Bank (SeABank) to bolster lending to small businesses and climate-friendly projects in Vietnam. The agreement, announced on July 13, 2026, aims to address the financing gap faced by micro, small and medium-sized enterprises (MSMEs), which account for roughly half of the country's employment.

The loan will enable SeABank to increase credit access for MSMEs, which often struggle to secure capital for expansion. Additionally, a portion of the funding will be directed toward climate-focused investments, including energy efficiency upgrades, green buildings, rooftop solar installations, and electric mobility solutions. These initiatives are designed to enhance competitiveness and resilience among Vietnamese businesses while contributing to environmental sustainability.

OPEC Fund President Abdulhamid Alkhalifa emphasized the importance of small businesses to Vietnam's economy, stating that the financing will help more companies access necessary capital and support practical climate solutions. The partnership between SeABank and the OPEC Fund dates back to 2022, when the first loan was provided to support local SMEs, including women-owned businesses, and climate projects.

Le Thu Thuy, SeABank's Vice Chairwoman of the Board of Directors, noted that the new financing marks a significant milestone in the partnership, reinforcing the bank's commitment to inclusive and sustainable growth. She highlighted SeABank's role as a financial intermediary in mobilizing international capital to support Vietnam's sustainable development priorities.
