Trilogy Metals Inc. (NYSE American: TMQ) (TSX: TMQ) has closed a strategic equity investment by the U.S. Department of War totaling approximately US$35.6 million, a move that underscores growing federal interest in securing domestic supplies of critical minerals. The investment, conducted in coordination with South32 Limited, will be fully committed to Ambler Metals LLC, a 50/50 joint venture between Trilogy and South32, to accelerate exploration and development of the Upper Kobuk Mineral Projects (UKMP) in northwestern Alaska.
The UKMP includes the high-grade Arctic polymetallic deposit and the Bornite copper-cobalt deposit, both located in the Ambler Mining District, one of the world's richest and most prospective copper-dominant districts. According to the company, the district hosts polymetallic volcanogenic massive sulfide (VMS) deposits containing copper, zinc, lead, gold, and silver, as well as carbonate replacement deposits with high-grade copper and cobalt mineralization. The investment is particularly significant because copper and cobalt are essential to clean energy technologies, electric vehicles, and national defense applications, making the development of domestic sources a strategic priority for the United States.
The U.S. Department of War also committed to work in good faith to help facilitate financing for construction of the proposed 211-mile Ambler Road in coordination with the State of Alaska and the Alaska Industrial Development and Export Authority. This infrastructure is critical for accessing the remote deposits and would enable year-round transportation of ore and supplies. The road has been a subject of debate due to environmental and subsistence concerns, but the federal government's involvement signals a strong push to move the project forward.
Trilogy Metals holds a 50 percent interest in Ambler Metals, which has a 100 percent interest in the UKMP. South32, a globally diversified mining and metals company, exercised its option to form the joint venture in December 2019. The UKMP spans approximately 190,929 hectares and operates under an agreement with NANA Regional Corporation, Inc., an Alaska Native Corporation that provides a framework for exploration and development in cooperation with local communities. The company states that its vision is to develop the Ambler Mining District into a premier North American copper producer while protecting and respecting subsistence livelihoods.
The investment represents a notable shift in U.S. policy, as the federal government directly funds mining projects to reduce reliance on foreign sources of critical minerals. China currently dominates global processing of copper and cobalt, and the COVID-19 pandemic exposed vulnerabilities in supply chains. By supporting the UKMP, the U.S. aims to build a domestic supply chain for these minerals, which are vital for economic and national security. For Trilogy Metals, the funding provides a significant financial boost, allowing the company to advance exploration and feasibility studies without diluting existing shareholders.
