Wrap Technologies (NASDAQ: WRAP) has announced a strategic partnership with XINSURANCE to develop and launch the WRAP Safe Response Program, a certified operating standard for organizations employing or contracting security personnel. This initiative targets a U.S. workforce of approximately 1.28 million security guards across corporations, healthcare systems, schools, retailers, hospitality properties, transportation networks, and critical infrastructure. The program aims to establish a documented framework for training, equipment, and response protocols to manage encounters before they escalate.

The partnership follows a significant regulatory development: on June 15, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) ruled that the BolaWrap 150 is neither a firearm under the Gun Control Act nor a weapon under the National Firearms Act. This classification removes a federal barrier to its use as an early intervention tool for unarmed security personnel. By leveraging this ruling, Wrap Technologies and XINSURANCE are positioning the Safe Response Program to address the growing need for non-lethal options in private security settings.

Under the agreement, Wrap Technologies will own, certify, and audit the Safe Response standard. Organizations can adopt the standard for their own security operations or require contracted security providers to certify their personnel under the program. XINSURANCE will handle all insurance-related activities, including product design, underwriting, pricing, placement, policy servicing, and claims. This model expands Wrap's addressable market beyond law enforcement by enabling enterprises that carry security-related risk to implement the standard across their properties and contracted security operations.

The BolaWrap 150, a key component of the program, is a patented non-lethal restraint device that deploys a multi-sensory distraction of sight and sound as a first response, followed by a non-lethal restraint if further escalation occurs. It does not shoot, strike, shock, or incapacitate; instead, it helps officers and security personnel strategically operate pre-escalation on the force continuum, reducing the risk of injury to all parties. Used by over 1,000 agencies in the U.S. and in 60 countries, the device is backed by training certified by the International Association of Directors of Law Enforcement Standards and Training (IADLEST).
